Nigeria’s Communication Regulatory Body Takes New Step to Foster Competition

The Nigerian Communications Commission (NCC), the nation’s independent telecommunications regulator, has officially commenced the licensing process for International Application-to-Person (A2P) Messaging Aggregator Services. This strategic initiative, effective July 8, 2025, aims to introduce a robust regulatory framework, enhance service quality, and ensure the security of the burgeoning international A2P messaging traffic flowing into Nigeria.

According to a recent press release from the commission, the decision underscores the NCC’s commitment to fostering a competitive yet well-regulated environment, in line with the Nigerian Communications Act 2003 and its subsidiary legislation. By introducing this new license, the Commission seeks to formalize and bring transparency to a vital segment of the digital economy, providing a clear pathway for businesses to offer international A2P messaging services through an authorized platform.

Key details for interested applicants are as follows:

  • Eligibility: Mobile Network Operators (MNOs) are not eligible to apply for the A2P Messaging Aggregator Service License.
  • Technical Partnership: Applicants who intend to rely on a technical partner for service deployment must ensure that only one suitable and competent technical partner is designated per applicant.
