A Nigerian federal court has ordered the downstream petroleum regulator (NMDPRA) to continuously issue fuel import permits to independent energy companies to safeguard market stability.
Justice Inyang Ekwo ruled that withholding import licences violates statutory provisions under the Petroleum Industry Act and remains legally void.
The legal action was brought by Matrix Energy, A.A. Rano, and AYM Shafa Limited after encountering administrative bottlenecks in securing timely permit renewals.
Representatives for the marketing firms emphasized that regulatory restrictions endanger billions of dollars invested in logistics, storage depots, and nationwide retail networks.
The ruling comes amid ongoing debates over balancing domestic refinery output with open-market petroleum imports to prevent supply shortages across Africa’s largest economy.
Recent fourth-quarter allocations show authorities approving roughly 830,000 metric tonnes for select firms, highlighting persistent reliance on foreign shipments alongside domestic production.
Market analysts note the legal clarity ensures qualified distributors maintain fair operational access, preventing potential supply monopolies and keeping pump prices competitive.
