Hong Kong-based wealth manager Raffles Family Office has signed an agreement with the Rwanda Development Board to market multi-sector investment opportunities to its high-net-worth client network across Asia and Africa.
The deal aims to mobilize hundreds of millions of dollars into Rwandan infrastructure, real estate, hospitality, and aviation, according to statements released Thursday by the Rwanda Development Board.
The capital drive focuses on developments in Kigali, Musanze, and Bugesera. Target initiatives surround a planned Formula One circuit set near the forthcoming Bugesera International Airport, scheduled for completion in 2028.
The investment initiative builds on Rwanda’s ten-year agreement with Formula One to host an African Grand Prix from the early 2030s, returning the sport to the continent for the first time since 1993.
Raffles Family Office established a Kigali representative office earlier this year and appointed former Infrastructure Minister Jean de Dieu Uwihanganye to lead emerging markets development. The firm plans to host direct investor delegations in Rwanda, connecting global ultra-wealthy private capital with local developers and government partners to support the country’s broader $1.1 billion tourism target
