Senegal Officially Launches National Green Taxonomy to Steer Sustainable Finance

Senegal’s Ministry of Economy, Finance and Planning announced the official launch of the country’s Green Taxonomy on Monday. The framework classifies economic activities as environmentally sustainable to guide investment decisions.

The announcement was made on the ministry’s verified X account. It marks the culmination of a multi-year process supported by the German cooperation agency GIZ and involving the Ministry of Environment and Ecological Transition.

The taxonomy covers more than 300 activities, practices and measures across priority sectors. These include energy, agriculture, fisheries, forestry, livestock, industry, water and sanitation, waste management, transport and green construction.

Senegal estimates it needs about 13 billion dollars under its third Nationally Determined Contribution to meet climate goals by 2030. Officials say the taxonomy will help attract green bonds, climate funds and private capital while reducing greenwashing risks.

The process began in 2023 with a governance and capacity-building phase. A second technical phase followed, including public consultations held between July and August 2025 and formal validation by a national prefiguration committee in May 2026.

Senegal ranks among the first African countries to adopt such a tool, alongside South Africa and Rwanda. It is the pioneer in Francophone West Africa. Côte d’Ivoire published its own green taxonomy in April 2025.

The launch aligns with Vision Sénégal 2050 and the country’s emerging green industrialisation strategy, whose validation workshops were underway in early October. It also supports ongoing work on the CDN 3.0, which is incorporating gender and nutrition dimensions.

Financial institutions, investors and project developers are expected to use the taxonomy as a common reference for reporting and product design. Authorities plan further awareness efforts with the private sector and media in the coming months
